Why did Satan have to ask for Permission?

I always thought that Satan was the kind of character who never obeyed the rules. If he had one rule it would be the following: "The one rule is: there are no rules" Yet we see from scripture that is not so. Satan had to ask permission to torment Job and Peter as it states in Luke 22:31“Simon, Simon, Satan has asked to sift all of you as wheat. 32But I have prayed for you, Simon, that your faith may not fail. And when you have turned back, strengthen your brothers.”

Later, Peter betrayed Jesus. Jesus told him this would happen before the cock crowed, he would deny him three times. Was this an example of sifting Peter as our Lord told Peter would happen? Notice in verse 32 it states "your faith will not fail" and when you turn back strengthen your brothers." This is an amazing scripture on many levels. Satan has rules he has to abide by, and faith would save Peter in the end; to just name two thoughts. Faith is a spiritual quality found only in our spirits; not in our souls. Walking in our spirit is walking spirit first; by faith not by sight. Once, one decides to make this choice in our lives, who cares what Satan does!
